My Data, My Rules? Making Europe’s Digital Omnibus work for consumers

Europe’s data protection framework has entered a new phase. In November 2025, the European Commission tabled the Digital Omnibus, a broad simplification package that touches the GDPR, the ePrivacy framework and related digital rules. At the same time, the long-pending ePrivacy Regulation proposal was officially earmarked for withdrawal. For consumers, the debate is clear: will this next phase of reform make privacy choices easier to understand, easier to express and easier to enforce in daily digital life?

The Commission’s proposal addresses practical frictions that have become familiar to users and businesses alike, from cookie fatigue and repeated consent prompts to browser-based choice signals, data use for AI systems, and the treatment of pseudonymised data. Yet these same issues raise deeper questions about legal certainty, accountability and the preservation of meaningful rights online. This CLAx roundtable brought together EU institutions, regulators, consumer organisations, industry and academia for a closed-door discussion on how to make Europe’s evolving data framework work better in practice. The objective is to test whether simplification can genuinely improve the consumer experience while maintaining strong and enforceable protections.
